Two seats. Democrats Clara Pratte and Jonathon Hill lead both open seats on the Arizona Corporation Commission, which had been entirely Republican. WDBJ7 reported that they hold the most votes. Results are unofficial, with many ballots left to count.

The Arizona Capitol Times reported that both Republicans, incumbent Kevin Thompson and Rep. Ralph Heap, conceded in Wednesday interviews. Republicans still hold three of the five seats.

Pratte and Hill vowed to question utilities from the dais and subpoena their records on data centers and energy affordability. Hill said an early goal is reliable information on how much water and energy data centers use. Both have pledged to vote against formula rate proposals. Those let utilities adjust rates annually through a condensed review.

Timing matters. Tucson Electric Power's rate case, with a recommended 11% increase, is tentatively set for a Nov. 17 vote. Arizona Public Service's case is expected to wrap up in December. Both include formula-rate proposals. The new members may not vote on either. Hill said the commission seems intent on deciding without voter support.

Thompson said he hopes the new members don't "screw it up." Heap said double-digit rate increases and utility profits show the commission hasn't been on voters' side. The material shows no response from APS or TEP.

The votes come first. The seats come second.
