Expands Pease Park Conservancy duties to additional Pease District Park areas

Approves a phase plan expanding the Pease Park Conservancy's responsibilities for operations, maintenance, land management, programming, and volunteers beyond Kingsbury Commons to other areas of Pease District Park in District 10.
