Annexation of Montgomery County areas in Spring Creek UD

Annexes certain Montgomery County areas within Spring Creek Utility District for limited purposes, imposing the City's Sales and Use Tax in the annexed areas, following the Fourth Amended Strategic Partnership Agreement. (Placed on the consent agenda.)

State law: May conflict with Texas state law limits on municipal annexation and sales tax imposition.
