Amends on-street parking rules, adds service of citations by mail

Amends Chapters 16 and 26 of the Code of Ordinances on on-street parking regulations, including service of parking citations by mail, and declares certain conduct unlawful with penalties. (Placed on the consent agenda.)

State law: May conflict with Texas state law limiting city ordinances in areas the state already regulates, such as traffic and parking regulation under the Transportation Code.
