Alcorn: voting record

Commissioners Court and the Houston ISD board record every vote in their clerk's system, member by member; those records are read directly. The other school boards' votes come from their own minutes, read when the minutes are posted for approval. Every vote shows the record it came from, word for word, and links to it. If the record did not name who voted which way, nobody is named here.

How this is put together

A vote is recorded against a named member only when the record names that member as voting for, against, abstaining, recused or absent. Nothing is worked out by inference. "The motion passed unanimously" is kept as a tally and never turned into individual votes, because the minutes have not said who was in the room.

Minutes are read motion by motion in the wording these boards actually use ("Motion by…, seconded by…", "AYES:/NOES:", "6 votes in favor | 1 vote opposed", "Kalmbach – Nay", "Yea: 7, Nay: 0", "RESULT: APPROVED"). Where a count and a list of names disagree, or a name appears on two sides, the names are dropped rather than guessed at. Scanned minutes are transcribed from the page images first.

Minutes that record no votes. Texas law says a board's minutes must "indicate each vote, order, decision, or other action taken" (Government Code §551.021). These boards' posted minutes, read in full, record no motion and no vote at all: Stafford MSD (6 sets of minutes). Who voted which way on what they approved is not in the public record they post.
